If you are looking for a free survey maker with unlimited responses, check two numbers on every pricing page: how many answers you can collect, and how many surveys you can keep. Most free plans limit both. Hit the response cap and your survey stops collecting. Hit the survey cap and you have to delete an old survey before you can build the next one.
We compared nine survey tools on both limits, using only each vendor’s own pricing and help pages. Qzzr, the free quiz and survey maker this blog belongs to, is in the list, and so is Riddle, the paid survey and quiz maker from the same team.
The short answer
- Unlimited surveys for free: Qzzr. You can create as many surveys, quizzes and polls as you like on the free plan, with every feature, and collect 300 completions in total. They don’t reset each month and they don’t expire.
- Unlimited responses and unlimited surveys: Riddle. Every Riddle plan, starting with Pro at $119/month billed yearly ($129 billed monthly), has unlimited responses, unlimited content and white label (no Riddle logo). There is no free plan, but there is a 14-day free trial.
- Most other free plans cap responses per month, from 10 (Typeform) to 100 (Jotform, Outgrow), and several also cap how many forms or surveys you can have: 5 on Jotform, 4 on Outgrow, 3 active surveys on SurveySparrow.

SurveySparrow also has a forever-free plan with 3 active surveys and 10 questions per survey. Its own pages describe the free response limit in different ways, so we left it out of the table.
Why the survey limit matters as much as the response limit
Response caps get all the attention, but the cap on content is the one you notice first if you run more than one survey. On a plan with 5 forms, survey number six means deleting one of the five first. Jotform’s free plan stops at 5 forms, Outgrow’s at 4 content pieces and SurveySparrow’s at 3 active surveys. On involve.me even the paid plans count live funnels: 3 on Start, 5 on Grow.
Qzzr has no such limit. You can keep last year’s customer survey, this month’s event feedback form and a quiz for your newsletter side by side, and build new ones whenever you like. Riddle has no content limit either, on any plan.
Monthly caps vs. a lifetime cap: which fits your survey?
Response limits come in three shapes, and the right one depends on how your answers arrive.
- A monthly cap resets every month. That works for a small, steady trickle of feedback. It hurts when answers arrive in a burst, for example after you email your customer list, because everything above the cap waits for next month.
- A per-survey cap is what SurveyMonkey’s free plan uses: you can collect more responses than you can view, and you find out the exact number after you sign up.
- A total cap is how Qzzr counts in the free plan. The 300 completions don’t reset and don’t expire, so a burst of 200 answers in one week is fine, and so is a survey that runs quietly for a year.
Some quick math: Typeform’s 10 responses per month add up to 120 a year, Opinion Stage’s 25 per month to 300 a year, but never more than 10 or 25 in any single month. If you run one customer survey a quarter, a pool you can use whenever you like usually goes further.
The survey tools in more detail
1. Qzzr: unlimited surveys and every feature, free
Qzzr is free to start with no time limit and no credit card. The free plan has unlimited surveys and quizzes, 300 completions in total and every feature, so a free survey works exactly like a paid one.
- Polls and surveys are one of eight content types, with 30+ formats and blocks such as Likert scales, multi-select and order-it questions, and over 100 templates like this customer satisfaction survey template.
- AI can draft a poll or survey from a topic or a URL (30 AI-generated Qs per month on Free and Pro).
- You see answer breakdowns, views, starts and completions, can download stats and leads as CSV, and can track with Google Analytics or Meta Pixel.
- Each response can trigger an automated, personalized email. Native integrations cover Mailchimp, ActiveCampaign, AWeber, Brevo and Google Drive, and a webhook connects Zapier, n8n or Make.
- You can embed surveys on unlimited domains or share their own landing page by link or QR code. The interface is localized in 68 languages, and there are no ads on any plan.
An MCP connector (coming soon) will let you create and publish surveys by chatting in Claude or ChatGPT.
When the 300 completions are used up, your content is paused, not deleted. Pro costs $9/month billed monthly for 1,000 completions per month, and you can add 1,000 more for $5/month whenever you need them. Qzzr branding stays on every plan, though you can add your own logo and footer text.
2. Riddle: unlimited responses, unlimited content, white label
Riddle is the paid survey and quiz maker from the team behind Qzzr. Every plan, starting with Pro, has unlimited content, unlimited views, unlimited leads and unlimited responses, and the Riddle logo comes off, so surveys run under your own brand. There is no free plan: Pro is $119/month billed yearly ($129 billed monthly), and you can test it for 14 days without a credit card.
3. Jotform: 100 submissions a month across 5 forms
Jotform’s free Starter plan allows 5 forms and 100 submissions per month, with Jotform branding. Bronze ($39/month billed monthly) raises that to 1,000 submissions a month and removes the branding. Our list of Google Forms alternatives covers more form tools.
4. Outgrow: 100 leads a month, 4 content pieces
Outgrow’s free plan covers forms and surveys with 100 leads per month and 4 content pieces, with Outgrow branding. Quizzes need a paid plan. Freelancer is $22/month billed monthly for 250 leads.
5. involve.me: 50 submissions a month, live funnels counted
involve.me’s free plan allows up to 50 submissions or 500 visits per month, and your funnels lock until the next month once you reach either one. The paid plans count live funnels: Start ($49/month billed monthly) has 3, Grow has 5.
6. Opinion Stage: 25 responses a month
Opinion Stage’s free forever plan has unlimited items and 25 responses per month for 2 users, with Opinion Stage branding. Pro is $32/month billed monthly for 1,000 responses per month.
7. Typeform: 10 responses a month
Typeform’s free plan collects 10 responses per month across all your forms, with Typeform branding. Its paid plans have unlimited typeforms; for the free plan the pricing page gives no number. Basic is $39/month billed monthly for 100 responses per month, and removing the branding starts with Plus at $79/month billed monthly.
8. SurveyMonkey: unlimited surveys, limited viewable responses
SurveyMonkey’s free Basic plan has unlimited surveys with up to 10 questions each. You can collect more responses than you can view, and the exact number shows up only after you sign up. Standard Monthly is $39/month billed monthly for 1,000 responses per month, and paid plans charge $0.10 for each response over the limit.
9. Tally: unlimited forms and submissions under fair use
Tally’s free plan includes unlimited forms and submissions under a fair use policy, Zapier included, with Tally branding. Removing the branding takes Pro at $29/month. If you also plan to run quizzes, our Qzzr vs Tally comparison goes through the differences.
What else to check before you pick one
A free survey maker with unlimited responses only helps if the rest of the plan works for you. Before you commit, look at:
- Question limits. SurveyMonkey and SurveySparrow allow 10 questions per survey on their free plans.
- Branding. Qzzr, Jotform, Outgrow, Opinion Stage, Typeform and Tally all show their own branding on free plans. Riddle removes its logo on every plan.
- Getting the data out: a CSV download, a spreadsheet integration or a webhook, so the answers don’t stay locked in the tool.
- Follow-up. Can respondents get an automatic email, and can answers reach your email tool? For question ideas, see these interactive feedback form examples.
- Privacy. Qzzr is EU-based, GDPR and CCPA compliant by default, and stores IP addresses only as hashes.
When Qzzr Isn’t the Right Fit
Qzzr is built for small businesses, coaches, consultants and educators who want a capable survey or quiz without a big subscription. It is the wrong tool if:
- You expect thousands of responses every month. Pro covers 1,000 completions per month, with add-ons of 1,000 more.
- You need to remove the survey tool’s branding. Qzzr branding stays on every plan.
- You want PDF reports for respondents. Qzzr has no PDF export.
For the first two, look at Riddle, the survey and quiz maker from the same team: unlimited responses, unlimited content and white label without the Riddle logo on every plan, from Pro at $119/month billed yearly ($129 billed monthly), with a 14-day free trial.
Frequently asked questions
Is there a free survey maker with unlimited responses?
Free plans almost always cap responses, usually per month: from 10 (Typeform) to 100 (Jotform). Qzzr gives you 300 completions in total with no monthly reset, plus unlimited surveys. For unlimited responses, Riddle includes them on every paid plan, from Pro at $119/month billed yearly.
Can I create unlimited surveys for free?
On Qzzr, yes: the free plan has no limit on surveys, quizzes or polls. Other free plans often cap content, for example Jotform at 5 forms, Outgrow at 4 content pieces and SurveySparrow at 3 active surveys, so a new survey can mean deleting an old one.
Does Qzzr’s free plan reset every month?
No. The free plan has 300 completions in total, not per month. They don’t expire, so you can use them in one busy week or spread them over a year.
What happens when I reach Qzzr’s free limit?
Your content is paused, not deleted. Upgrade to Pro at $9/month for 1,000 completions per month, billed monthly, and cancel anytime. Extra 1,000-completion add-ons are $5/month each.
Which survey maker has unlimited responses and no branding?
Riddle. Every Riddle plan, starting with Pro, has unlimited responses and unlimited content and removes the Riddle logo. Pro is $119/month billed yearly ($129 billed monthly), with a 14-day free trial.
Pick the tool whose limits match how you work. If you run more than one survey and your answers arrive in bursts or over a long stretch, Qzzr’s unlimited surveys and 300 completions with no monthly reset are an easy place to start.
